No save imported, so the whole roster is shown in full. Import one in the planner - the New game tab, at the bottom - to see what this account has actually unlocked.
The game puts four characters on the select screen at the start - Antonio, Imelda, Pasqualina and Gennaro. Every other one is hidden until something unlocks it, which is what this lists. It is not a list of secret characters: most of these are ordinary achievement unlocks.
Read off starting stats only. The weapon a character begins with and the bonus they gain as they level are not part of it.
